Strategic Outreach and Attraction Reserve Fund (SOAR)

The Strategic Outreach and Attraction Reserve (SOAR) fund was established in 2021 in response to a lost bid for a Ford battery manufacturing plant as a way to attract new businesses and employers to Michigan.

The 102nd Legislature is considering a reform package for SOAR that would redirect funds to public transit expansion.
